ATC’s integrated approach combined deep operational understanding, open European standards, and advanced legislative knowledge management technologies.
Athens Technology Center (ATC) participated in the design and development of myLEX, the new digital legislative information portal of the Independent Authority for Public Revenue (AADE) and the Ministry of National Economy and Finance, as a subcontractor to Nova ICT. Within the framework of the project, ATC contributed to the implementation of the integrated system for Collaborative Drafting, Digital Codification & Dissemination of Regulatory Knowledge, which constitutes the technological dimension of the initiative.
myLEX portal provides a unified, interconnected digital environment, freely accessible to all, bringing together the legislative and regulatory framework of interest to the Authority—covering Taxation, Customs, and the General Chemical State Laboratory. This represents a complex body of law characterized by successive amendments, overlaps, transitional provisions, historical versions, and cross-references between different enactments. myLEX offers citizens, businesses, and professionals fast and reliable access to legislation currently in force, contributing to transparency, legal certainty, and enhanced trust in public administration.

The scale of the undertaking is particularly significant: myLEX incorporates more than 1,000 administrative codifications of primary legislation, accompanied by consolidated secondary legislation, with historical depth spanning over a century. This content is interconnected with more than 4,000 related legislative acts, alongside a rich repository containing over 85,000 supporting files (decisions of the Dispute Resolution Directorate, practical guides, and FAQ manuals).
Building on this demanding codification base, ATC developed the technological infrastructure that organizes, interconnects, and leverages legislative information. Specifically, ATC’s contribution covered the entire lifecycle of legislative information across four interconnected domains: Good Regulatory Practice, management and delivery of legislative content, semantic knowledge organization, and support for AADE’s operational processes. The solution includes a specialized legal editor, open European standards, semantic models and knowledge graphs, an advanced legislative portal, and workflow mechanisms. It was developed through a deep understanding of AADE’s institutional and operational context, turning complex requirements into a unified, functional, and scalable information system.

Participation in myLEX underscores ATC’s capability to serve as an integrator for complex digital transformation initiatives by combining deep operational insight, advanced technical expertise, and the seamless integration of multiple information systems.

The project “Development of Content and Task Management Systems – Development of Legislative Information System and Content” was executed by Nova ICT as the prime contractor, implemented under Greece’s National Recovery and Resilience Plan “Greece 2.0” and funded by the European Union – NextGenerationEU.
